Schools in various parts of the world adopt plans or projects to improve quality school processes and students’ learning. Therefore, it is important understand strategic planning such as teachers’ participation on decision making related plans. Apparently a limited number studies have hitherto been conducted planning. The purpose this paper examine action Portuguese schools. A survey employing self-administered scales was taken. Teachers' participation, other stakeholders’ planning, making, professional development, plans’ importance validation, ownership were dimensions considered. Data collected from 804 teachers. Participants reported moderate high levels plans, but they also low overall decisions, sense recognition relevant opportunities for development.
